POSITION TITLE: COMMUNITY SERVICES COUNTY MANAGER
GENERAL RESPONSIBILITY:Plans and implements programs to address the needs of low-income individuals and families in the county.
SPECIFIC RESPONSIBILITIES:
- Develop and maintain positive, collaborative relationships with community partners in the social service, civic, government and faith-based communities.
- Assist low-income residents of the county to access services that further their self-reliance, including temporary financial and supportive assistance and developmental programming as determined by the annual CSBG Budget Plan and Proposal.
- Administer assistance programs including the Low Income Energy Assistance Program, WinterCare, the Temporary Food Assistance Program, Commodity Supplemental Food Program and county-specific programs, as assigned.
- Responsible for county-specific reporting requirements, including Monthly Reports, ROMA and CSBG reports, in-kind donation and volunteer logs, and others, as needed.
- Maintain county files, client records and the CASTiNET database, including adhering to record maintenance and retention policies, as needed
- Engage clients and in the annual needs assessment process.
- Provide Case Management services to appropriate clients using the Family Development Credential (FDC) model.
- Supervise Community Workers, SCSEP, Stipend trainees and volunteers, as assigned, including providing training, on-going supervision, daily and weekly tasks and approving timesheets and leave.
- Management of County Center, including day-to-day operations and oversight
- Review, interview and assist in hiring of Community Workers and temps, and evaluating and placing trainees, as needed.
- Other duties as assigned.
QUALIFICATIONS:
- Degree in social work/human services preferred. High school diploma or GED required.
- Experience in social work/human services.
- Supervisory, organizational, and training skills.
- Computer experience, including Microsoft Office and internet research, and ability to learn specialized computer databases, as needed.
- Knowledge of County community, agencies and resources.
- Good oral and written communication skills.
- Ability to work with people of diverse and varying socio-economic backgrounds.
- Ability to lift and/or carry up to 50 lbs up to 50% of the time
- Ability to sit at, read, and enter data on computer for prolonged periods of time up to 75% of the time
